If the computer starts running immediately when plugging in the power cord, you have either a bad processor or motherboard. I have seen this on a Dell XPS 420 that I diagnosed and fixed. It ended up being a bent pin on the motherboard CPU socket.
Most likely its the motherboard, as the 630i board is known to be really bad.
