Giải thích giùm mình "be covered under a scheme"

Do you mean "is covered under a shemer?"
Here is my interpretation: Any customer's loan application has be approved by the sale manager. The phrase "is covered under shemer" means it has to be authorized by higher position such as sale manager, general manager, service manager and etc. And the supervisor of that department cannot approve the application.
