javascript trong thiết kế web!

mình truy cập vào rất nhiều trang web và lấy source để tham khảo .
nhưng khi mình tham khảo tới một số thẻ thì quả thật mình ko hiểu lắm,đã tìm tài liệu để tìm hiểu nhưng cũng ko hiểu là bao ,mình xin trích một đoạn source như sau :
